Jesica Dobbins Lindgren serves as General Counsel at Blue Star Strategies, LLC, where she represents clients with regulatory issues, provides legal guidance, manages legal risks, and ensures compliance with applicable laws and regulations.
Previously, Jesica was Director and Senior Vice President at ResCare, Inc., focusing on government relations and business development for ResCare’s Youth Services. She also led ResCare’s international Workforce Services group, primarily in Europe and the Middle East, and served on the boards of ResCare’s international subsidiaries. In 1997, she joined the International Labor Organization (ILO), a United Nations agency in Geneva, Switzerland. From 2004 to 2005, she participated in a staff exchange at the World Bank’s External and UN Affairs Unit in Washington, D.C., and then became Deputy Director of the ILO’s Washington Office, a role she held until joining ResCare in 2008.
Furthermore, Jesica co-founded Giving Circle, a venture philanthropy organization supporting charities in developing countries. She is a 2012 graduate of Leadership Greater Washington. Since 2022, she has served as the President of the Swedish-American Chamber of Commerce of Washington D.C. (SACC-DC). She is a faculty member at the University of Salamanca, Spain, where she teaches negotiations to master’s students in the Graduate Studies Program. She is also co-chair of the Program on Energy and Environmental Law at American University’s Washington College of Law.
Jesica holds a B.A. from Georgetown University, a J.D. from American University, and an M.B.A. from the University of Chicago with a focus on international management.
